What is the International Fuel Tax Agreement (IFTA)?
The International Fuel Tax Agreement (IFTA) is an agreement among the 48 lower United States and 10 Canadian provinces created to simplify fuel tax reporting for interstate commercial motor carriers.
Prior to IFTA, long-haul truckers had to purchase individual fuel permits at every state border or file separate monthly tax returns in every state they entered. Under IFTA, you register with your single Base Jurisdiction, file one unified quarterly tax return, and pay or receive net fuel tax credits through your home state agency.
Under IFTA Article II, a qualified motor vehicle is any vehicle used, designed, or maintained for transportation of persons or property that crosses state or provincial lines and:
- Has two axles and a gross vehicle weight (GVW) or registered gross weight exceeding 26,000 lbs; or
- Has three or more axles regardless of weight; or
- Is used in combination when the weight of such combination exceeds 26,000 lbs.
Commercial motor vehicles that operate strictly within their home state (intrastate) on local for-hire tags do not participate in IFTA; they pay standard pump tax directly to their state.

Official IFTA Decal Placement & Replacement Rules

How IFTA Quarterly Net Fuel Tax is Calculated
IFTA is based on a simple principle: You pay fuel tax to the states where you burned the fuel, regardless of where you purchased it.
If you bought 500 gallons in a state with low fuel taxes but burned 300 of those gallons in a high-tax state (like Pennsylvania or California), you will owe the difference on your quarterly return. If you bought more fuel in a state than you burned, you receive a dollar-for-dollar tax credit.
