Under FMCSA regulations in 49 CFR Part 393, the aggregate Working Load Limit (WLL) of all tiedowns securing a cargo article must equal at least 50% of the article weight. Securement systems must withstand 0.8g forward deceleration, 0.5g rearward, 0.5g lateral, and 0.2g upward acceleration. Cargo securement on commercial motor vehicles is governed strictly by the Federal Motor Carrier Safety Administration (FMCSA) under 49 CFR Part 393 Subpart I and the North American Cargo Securement Standard. Commercial drivers operating flatbeds, step-decks, lowboys, and specialized haulers carry immense legal responsibility for load containment.
Improper securement not only causes catastrophic highway spills and structural load shifts but also represents one of the most frequent critical violation categories cited by law enforcement during CVSA roadside inspections, triggering immediate Out-of-Service orders and severe safety rating penalties.
The 50% Aggregate Working Load Limit (WLL) Mandate & Acceleration Forces
Under 49 CFR § 393.102, cargo securement systems must be capable of withstanding the dynamic forces generated by commercial vehicle operation without shifting, spilling, or becoming unfastened. Systems must withstand:
• 0.8g (80% of cargo weight) forward deceleration force (such as severe hard braking). • 0.5g (50% of cargo weight) rearward acceleration force. • 0.5g (50% of cargo weight) lateral force (turning, lane changes, or centrifugal movement). • 0.2g (20% of cargo weight) vertical upward acceleration (road bumps and vibration).
To satisfy these standards, 49 CFR § 393.106 establishes the fundamental Working Load Limit (WLL) rule: the aggregate Working Load Limit of all tiedowns used to secure an article or group of articles against movement must equal at least 50% (one-half) of the total weight of the cargo.
- Direct Tiedowns (Anchor to Cargo): A tiedown attached directly to the vehicle anchor point and an attachment point on the cargo itself counts for exactly 50% of its rated WLL toward aggregate securement.
- Indirect Tiedowns (Across or Over Cargo): A tiedown that passes over or through the cargo and secures to both side rails or anchor points on the vehicle deck counts for 100% of its rated WLL toward aggregate securement (or 50% per anchor connection).
- Example Calculation: To legally transport a 44,000-pound structural steel beam on an open deck flatbed, the aggregate WLL of all tiedowns must equal at least 22,000 pounds.
Minimum Number of Tiedowns: The Length, Weight & Bulkhead Rules
In addition to the 50% aggregate WLL formula, 49 CFR § 393.110 establishes strict minimum counts for tiedowns on articles not blocked or prevented from forward movement by a rated front-end bulkhead (headerboard):
- Articles 5 feet or less in length and weighing 1,100 pounds or less: Requires a minimum of 1 tiedown.
- Articles 5 feet or less in length and weighing more than 1,100 pounds: Requires a minimum of 2 tiedowns.
- Articles longer than 5 feet but 10 feet or less in length (regardless of weight): Requires a minimum of 2 tiedowns.
- Articles longer than 10 feet in length: Requires 2 tiedowns for the first 10 feet of length, plus 1 additional tiedown for every additional 10 feet or fraction thereof. For example, a 24-foot load unblocked by a bulkhead requires at least 4 tiedowns.
- Articles blocked against forward movement by a rated bulkhead meeting 49 CFR § 393.106: The minimum tiedown count drops to 1 tiedown per 10 feet of length, provided the bulkhead absorbs the 0.8g forward force.

Every tiedown component must bear legible manufacturer ratings indicating its Working Load Limit under 49 CFR § 393.108. Common commercial ratings include:
- Grade 70 Transport Chain (3/8-inch): Industry standard for machinery and heavy freight with a rated WLL of 6,600 lbs.
- Grade 70 Transport Chain (1/2-inch): Heavy equipment tiedown with a rated WLL of 11,300 lbs.
- Grade 80 and 100 Alloy Chain: Used for overhead lifting and heavy hauling, providing higher WLLs in smaller link diameters (7,100 lbs to 12,000+ lbs).
- 4-Inch Synthetic Webbing Winch Straps: Standard flatbed strap rating is 5,400 lbs WLL (based on 20,000 lbs break strength divided by 1:3 safety factor).
- The Unmarked Tiedown Trap (49 CFR § 393.108): Tiedowns with missing, torn, or illegible manufacturer tags are assigned the lowest default rating in FMCSA tables (e.g., Grade 30 proof coil chain or zero for unmarked webbing). This immediately slashes your aggregate WLL during inspection, triggering an Out-of-Service violation.
- Mandatory Edge Protection: Under § 393.104(f), drivers must use edge protectors whenever tiedowns are subject to abrasion, cutting, or sharp cargo corners.
Commodity-Specific Securement: Heavy Machinery, Steel Coils & Concrete Pipe
General securement rules yield to specialized commodity mandates for high-risk or high-density cargo under 49 CFR §§ 393.116 through 393.136:
- Heavy Equipment & Machinery (49 CFR § 393.130): Equipment weighing over 10,000 lbs (such as excavators, bulldozers, and wheel loaders) must be restrained against movement by at least 4 independent tiedowns attached to 4 designated corners, each with its own chain binder. Additionally, all articulated accessories (buckets, booms, rippers) must be lowered to the deck and secured independently with an extra tiedown.
- Steel Coils (49 CFR § 393.120): Coils transported with eyes vertical must be secured using friction mats, blocking, and crossing tiedowns. Coils with eyes crosswise or lengthwise require dedicated coil bunks (saddles), hardwood wedges, and direct chains through the eye to counteract lateral rolling and longitudinal braking forces.
- Dressed Lumber & Building Materials (49 CFR § 393.118): Bundled dimensional lumber must be placed in unitized tiers with side-by-side positioning, utilizing cross-tiedowns positioned directly over vertical spacers to prevent shifting.
- Intermodal Containers (49 CFR § 393.126): Must be secured using four integral twist-lock or corner fitting latching mechanisms that lock the chassis and container together.
