A trailer on its own does not file Form 2290, because it is not a self powered highway motor vehicle. The tax falls on the truck or tractor that powers it, not on the trailer it pulls.

But the weight still counts

Here is the part people miss. The taxable gross weight of the powered vehicle includes the unloaded weight of the trailers or semitrailers it customarily pulls, plus the maximum load carried. So while the trailer never files its own return, it does push the truck into a higher weight category, which can raise the tax.
