TNTAP is the Tennessee Taxpayer Access Point, and one online account gives instant access to your IRP, IFTA, Intrastate and UCR records together. Tennessee's own motor carrier guide describes the stamped Schedule 1 watermark it expects as proof of Heavy Vehicle Use Tax payment, and notes that filers reporting 25 or more vehicles must e-file.
Tennessee handles motor carrier work through the Department of Revenue, Vehicle Services Division, and puts nearly all of it behind a single front door: TNTAP, the Tennessee Taxpayer Access Point.
What makes Tennessee worth understanding is the consolidation. One online account gives you instant access to your IRP, IFTA, Intrastate and UCR accounts together. Most states make you deal with those separately, often across different agencies. Tennessee processes the transactions behind the scenes on a system called TR3, but you only ever see TNTAP.
What one account actually covers
Tennessee is explicit about the payoff: if you process your transactions online, you do not need to turn in forms by mail. New IRP applications go through TNTAP, or by email to the motor carrier address if you would rather.

Here is the one that stops applications. If someone other than a representative of the company completes the application, Tennessee requires a Motor Carrier Power of Attorney.
That applies to permit services, licensing agents, accountants and anyone else filing on a carrier's behalf. It is the same principle Texas applies from the other direction, where a licensing agent can only reach carriers who have first authorised the agency. States want a documented chain of authority before a third party touches a carrier record, and skipping it means the submission simply waits.
Adding a vehicle brings its own documents: the IRP Schedule A, a copy of the lease agreement identifying the new vehicles if the vehicle is leased, and an owner authorisation where applicable.
What Tennessee accepts as proof you paid the HVUT
This is the most useful passage in the whole Tennessee guide, because the state spells out exactly what it wants to see. For all vehicles with a combined gross weight of 55,000 pounds or more, Tennessee accepts:
- The Form 2290, or
- A copy of the Form 2290 together with the front and back of the cancelled check, or
- A copy of the PDF that was filed electronically. Tennessee describes it precisely: the PDF carries a special watermark on the Schedule 1 indicating IRS e-file and showing Received followed by the date.

Tennessee defines the reporting period as the twelve consecutive months immediately prior to 1 July of the calendar year before the registration year begins.
If July 1 seems to turn up everywhere in trucking, that is because it does. The IRP mileage year, the Heavy Vehicle Use Tax period and Ohio's IRP lookback all pivot on it. Where Form 2290 fits
Tennessee does not collect the Heavy Vehicle Use Tax. It is federal, filed with the IRS on any vehicle with a taxable gross weight of 55,000 pounds or more, and no TNTAP transaction replaces it.
What Tennessee does is check it, using the documents listed above, before registering a heavy vehicle. The bottom line
Tennessee is the most consolidated of the states we have covered, and the least likely to send you between agencies. The two things that stall a Tennessee filing are a missing power of attorney and missing proof of the federal tax.
Tennessee procedures change, so confirm the current position with the Tennessee Department of Revenue before acting. The proof it wants is the one document you control entirely: your stamped Schedule 1, watermark and all.
