VIIM stands for Virginia IFTA IRP Management. It is a free electronic service from Virginia DMV for processing International Registration Plan and International Fuel Tax Agreement transactions. Carriers with an established Virginia IRP or IFTA account use it to apply, renew, order decals and file quarterly returns. Access runs through Okta authentication. Carriers running 75 or more vehicles can apply to become self credentialing.
VIIM stands for Virginia IFTA IRP Management, and it is Virginia DMV's electronic service for processing IRP and IFTA transactions. Virginia describes it plainly as free, which is worth stating because third parties do charge to do the same work on your behalf.

What can you actually do in VIIM?
It is a servicing system rather than a starting point, and Virginia says so directly: to sign up for VIIM you must first establish an IFTA or IRP account. If you do not have one, the electronic application lives at the VIIM site itself. This is the same ordering trap New York has with OSCAR and Kansas has with KCoVRS; the portal services credentials you already hold.
- Process IRP apportioned registration transactions.
- Apply for IFTA credentials, including decals and your IFTA licence, online.
- File quarterly and annual IFTA tax filings electronically.
- Renew credentials and manage fleet details without paper.
Who manages the account, and which agreement you need
This is the part that decides how you sign up, and Virginia structures it around who is doing the work rather than what you want to do. Getting it wrong means filling in the wrong agreement and waiting.
- You or your employee. If you are the carrier, or an authorised employee of the carrier, you do not need to complete a formal agreement to become a registered VIIM user. You simply register for access.
- An agent acting for you. A carrier can appoint an agent, meaning an accountant, bookkeeper or other person or entity who is not an employee. Two documents are then required: the agent completes a Third Party Agreement, and you as the carrier complete a Carrier Agreement.

Virginia handles the state side only

Here is the provision most Virginia guides never mention, and it matters if you are running a real fleet.
A carrier with 75 or more vehicles in its fleet can become a self credentialing carrier. You register and complete the Carrier Self Credentialing Agreement, and Virginia asks you to allow up to three business days for processing.
Self credentialing means producing your own credentials rather than waiting for DMV to issue and post them. For a fleet adding or replacing units regularly, the difference between printing a credential in house and waiting on the mail is the difference between a truck working and a truck parked. If you are near the threshold, it is worth counting the fleet properly before assuming it does not apply to you.
How access works: Okta and the confirmation emails
Once your VIIM user registration is approved, you receive confirmation emails from VIIM System and from Okta Authentication with login setup instructions. Okta is the identity service Virginia uses to secure the login.
Two practical consequences. First, expect two emails, not one, and expect one of them to come from a name that is not Virginia DMV. That is normal, not a phishing attempt. Second, a login problem is usually an Okta problem while a fuel tax question is a Motor Carrier question, and knowing which desk to call saves a long hold. A real warning from Virginia DMV about fraud
Virginia carries a standing notice worth repeating, because it targets exactly the people reading this page.
Virginia DMV is aware of fraudulent text and email messages about fines and suspensions. DMV states it will never send text messages or emails about your fines or suspensions, or request payment that way.

A commercial registration puts your details into public records, and a wave of official looking contact tends to follow. Real agencies do not demand immediate payment by text. Paying in VIIM, and the fee that surprises fleets
Virginia offers several payment options and attaches one condition that larger fleets should plan around.
- Credit card. Any transaction of 10,000 dollars or more attracts a 1.5 percent service fee. Virginia also notes the charge will appear on your statement as two separate line items, which is expected rather than a double charge.
- ACH credit or debit. Worth setting up for a fleet sized bill. Note that ACH credit approval for IFTA and IRP is granted by the Motor Carrier management team, so it is an arrangement to make in advance rather than at renewal.
On a large apportioned bill, 1.5 percent is not trivial. If your renewal regularly clears 10,000 dollars, getting ACH approved before renewal season is the cheaper path, and the approval step is exactly the kind of thing that cannot be done the afternoon your credentials expire.

It does not process it. VIIM is a Virginia DMV system handling state credentials. Form 2290 is a federal excise return filed with the IRS, and no state portal files it for you.

The thresholds differ too, which is the usual source of confusion. Federal HVUT begins at 55,000 pounds taxable gross weight, while IRP generally applies from 26,000 pounds or three or more axles. Timing is the other trap. IRP renewal runs on your own annual cycle while the federal tax year is fixed at 1 July to 30 June, so the two rarely align. While you are handling credentials

Virginia has built one of the more capable state portals, and it is free. The friction is not the software; it is the setup around it. Deciding who manages the account, getting the right agreement signed, arranging ACH before a large bill, and checking whether your fleet size unlocks self credentialing are all decisions best made outside renewal week.
Then keep the federal half clean. The Heavy Vehicle Use Tax is charged on weight rather than distance, it is not a Virginia filing, and the stamped Schedule 1 is what VIIM will ultimately expect you to have.
