Where Do You Mail a Paper Form 2290?

It depends on whether you enclose payment. The Instructions for Form 2290 list one address for a return sent with a check or money order, a different one for a return with no payment enclosed or paid by EFTPS or card, and a third for international checks. Always confirm the current address in the instructions before mailing, because they do change.

Most Form 2290 returns are transmitted electronically now, but paper filing is still permitted for smaller filers, and every season a number of people go looking for an envelope and an address. It is a reasonable question with an annoying answer, because there is no single address.

Why is there more than one address?

Because a return with a cheque in it and a return with nothing in it are handled by different parts of the IRS. Payments are routed to a lockbox operation set up to process and deposit them quickly. Returns with no payment attached go to a processing centre instead. Separating the two is what keeps money moving faster than paperwork.

So the first thing to settle is not the address, it is the payment method. Once you know how the tax is being paid, the address follows from it.

What addresses do the instructions list?

At the time of writing, the Instructions for Form 2290 give three destinations depending on the situation.

  • Return sent WITH full payment by check or money order: Internal Revenue Service, P.O. Box 932500, Louisville, KY 40293-2500.
  • Return sent WITHOUT payment, or where the tax is paid by EFTPS or by card: Department of the Treasury, Internal Revenue Service, Ogden, UT 84201-0031.
  • Payment by check or money order drawn on an international financial institution: Internal Revenue Service, International Accounts, 1973 Rulon White Blvd., Ogden, UT 84201-0038.

Should you trust an address you found online?

Not on its own, and that includes this page. IRS filing addresses are changed from time to time, and an address that was correct two seasons ago can quietly stop being correct. Plenty of trucking sites still publish addresses that were retired years ago.

What is Form 2290-V and do you need it?

Form 2290-V is the payment voucher that travels with a cheque or money order. It carries the identifying details that let the IRS match your payment to your return, which is exactly the step that goes wrong when a payment arrives on its own.

If you are paying by check or money order, complete the voucher and send it with the return and the payment. If you are paying another way, such as electronic funds withdrawal, EFTPS, or card, there is no voucher to send and the return goes to the no payment address. Are you even allowed to file on paper?

Only up to a point. Electronic filing is required for any return reporting and paying tax on 25 or more vehicles during the tax period. Below that threshold paper remains an option, and above it the return has to be transmitted electronically.

One detail catches fleets out. Suspended vehicles in Category W are not counted toward the 25, because you are not paying tax on them. How long does a paper Form 2290 take?

Weeks, and that is the part that actually costs money. A mailed return has to travel, be opened, be keyed, and be processed before a stamped Schedule 1 comes back to you in the post. Electronic returns are typically accepted within minutes and the stamped Schedule 1 is available immediately after acceptance.

That delay matters because the Schedule 1 is not just a receipt. It is what a state needs before it will register the truck or renew the plate. A truck waiting on paperwork in the mail is a truck that is not earning, which is why e-filing became the default long before it was ever required.

What should you check before mailing?

  1. 1Confirm the current address in the Instructions for Form 2290 on irs.gov, matched to how you are paying.
  2. 2Check the EIN and that the business name matches it exactly. A name and EIN mismatch is the single most common reason a return is rejected, and on paper you will not find out for weeks.
