California Commercial Vehicle Registration & Form 2290 Rules
Key compliance guidelines for truckers, motor carriers, and owner-operators registering in California.
55,000 Pounds Taxable Gross Weight Threshold
Under federal statute, any commercial motor vehicle operating on public highways with a taxable gross weight of 55,000 pounds or more is subject to the Heavy Highway Vehicle Use Tax (HVUT). Vehicles driven 5,000 miles or less (7,500 miles for agricultural vehicles) are classified as suspended (Category W), but still require an annual Form 2290 filing to claim exemption.
California Department of Motor Vehicles (DMV) Schedule 1 Verification
When applying for or renewing your commercial vehicle registration, apportioned plates, or International Registration Plan (IRP) credentials, the California Department of Motor Vehicles (DMV) requires an official IRS-watermarked Schedule 1 as legal proof of payment. The Vehicle Identification Number (VIN) and taxable gross weight on your Schedule 1 must match your state registration application exactly.
Annual Filing Deadlines
The annual federal HVUT tax period runs from July 1 through June 30 of the following calendar year. For vehicles already in operation during July, Form 2290 must be filed and paid by August 31. For newly acquired vehicles, you must file by the last day of the month following the month the vehicle was first operated on public highways.
