How Does California Handle IRP and IFTA?

California splits motor carrier credentials across two agencies. The California DMV runs IRP apportioned registration, and the California Department of Tax and Fee Administration, CDTFA, runs fuel tax. California also offers three different fuel tax paths rather than one: IFTA, the Interstate User Diesel Fuel Tax for carriers whose interstate travel is limited to Mexico and California, and the California Fuel Trip Permit. Most California based commercial vehicles at 26,001 pounds or more need IRP registration or trip permits.
California is the most divided state we have covered. Where New York consolidates everything behind OSCAR and Virginia puts both credentials in VIIM, California sends you to two different agencies and then offers three different fuel tax paths rather than one.
That is why carriers searching for a single California trucking portal never find one. There isn't one. This guide sorts out which agency owns what, which fuel tax programme applies to you, and where your federal Form 2290 fits.
Which agency handles what in California?
The practical consequence is the same one New York carriers hit: a question about your fuel tax return is a CDTFA question even though your plate came from the DMV. Sending it to the wrong agency costs days. Ohio, Indiana and Oklahoma all place these functions differently too, which our hub Form 2290 against IRP, IFTA and USDOT sets out state by state.

When do you need California IRP?
California frames eligibility around its own vehicle code rather than weight alone. You can register any vehicle that meets the California Vehicle Code definition of a commercial vehicle under CVC section 260 and that travels in California and at least one other state.
On top of that, California states that most California based commercial vehicles operating at a gross vehicle weight or combined gross weight of 26,001 pounds or more must have either IRP registration or alternative commercial trip permits. So at that weight it is not really optional; it is IRP or permits.
California adds a sensible caution that applies anywhere: regardless of your weight and operational plans, contact the jurisdiction you are travelling to if you choose not to file for IRP. Reciprocity is not something to assume. Our guide to trip permits covers the alternative route.

- The USDOT number of the person responsible for the safe operation of the vehicle.

- Documentation verifying the California place of business address.
- The Agreement to Prepare and Maintain Records in accordance with IRP and California apportionment requirements, form MC 522 I.
- Proof of payment of Federal Heavy Vehicle Use Tax for all vehicles qualified to operate in any jurisdiction over 54,999 pounds.
- Verification of Vehicle, form REG 31, covering the VIN of each fleet vehicle.
- If a paid registration service agent represents you, an IRP Agent Authorization, form MC 5034 I, signed by the applicant.
One requirement deserves separate attention because it is stricter than most states. California requires the Federal Motor Carrier Identification Report, the MCS-150, to have been updated within the last 12 months. Wisconsin, by comparison, accepts an update within two years of IRP expiry. If you run in both states, California sets the pace, and a stale MCS-150 is a common reason an application stops.
Why does California say "over 54,999 pounds"?
Because it means the same thing as 55,000 pounds and above, expressed the other way round. It is worth flagging because carriers see the unfamiliar number and wonder whether California uses a different threshold from the IRS. It does not.

Note the gap with the state threshold. California IRP effectively starts at 26,001 pounds, while the federal tax starts at 55,000. A California truck can be fully apportioned and owe no Form 2290 at all, which is the single most common point of confusion in every state we have covered.
How long does California IRP last, and when does it renew?
California is unusually clear here, and it settles a question carriers ask constantly.
An IRP registration is good for 12 months, starting on the first day of your assigned month. Fleets must be renewed annually by midnight on the last day of the month of the assigned registration period. So your renewal month is yours, not a national date, and a vehicle registered in August renews the following August.
Two wrinkles. Fees on an original IRP application are due the month the vehicles first begin interstate operations and are valid for 13 months, not 12. And a vehicle added to an existing fleet is charged for the number of months between the date it is added and the last day of your assigned registration period, so a mid year addition is prorated rather than charged a full year.

This is the part no other state forces on you, and it is where California genuinely differs. CDTFA runs three separate programmes, and you need to know which one describes your operation.
- IFTA. The standard route for motor carriers travelling both inside and outside California, across IFTA member jurisdictions. One licence, decals, and quarterly returns. See IFTA explained.
- Interstate User Diesel Fuel Tax. For operators of diesel powered qualified motor vehicles whose interstate travel is restricted to Mexico and California, or who travel in California but whose business is not based in an IFTA jurisdiction. Under this programme, tax is paid on every gallon of diesel used in California.
- California Fuel Trip Permit. The occasional use route, for when a full licence is not warranted.
The middle option is the one to notice. If your interstate running is California and Mexico only, IFTA may not be your programme at all, and the same applies if your business is based somewhere that is not an IFTA jurisdiction. Carriers in that position often assume they have simply failed to qualify for IFTA, when in fact California has a separate programme designed for them.

How are California apportioned fees calculated?
By percentage of distance, and California gives a clean worked example on its own page: if an interstate vehicle operates 50 percent of its total mileage in California and 50 percent in Nevada, that vehicle is assessed 50 percent of the registration fees in each state. That is apportionment in one sentence.
After IRP operations processes your application, California mails a billing invoice detailing the mileage apportioned fees due for each state plus the grand total. All fees must be submitted before the DMV will issue plates and cab cards, so nothing ships until the bill is settled.
California also offers a deposit based payment option assessed per vehicle per month for the months between application and expiration, with a higher tier applying where the vehicle's purchase price was 200,000 dollars or more. Amounts change, so confirm the current figures with the DMV rather than working from any published number. Delinquent payment attracts penalties in addition to all other fees due.
How does California connect to your Form 2290?
Directly, and in writing. Proof of payment of the Federal Heavy Vehicle Use Tax is a listed application requirement for every vehicle qualified to operate in any jurisdiction over 54,999 pounds. It sits in the same document list as your Schedule A/B and your VIN verification.
That proof is your stamped Schedule 1. California does not collect the Heavy Vehicle Use Tax and cannot file it for you; it simply will not complete your registration without evidence you have. California asks more navigation of you than most states, not because the rules are harder but because they live in more places. Registration is a DMV matter, fuel tax is a CDTFA matter, and the fuel tax question itself has three possible answers depending on where you run and where your business is based.
The federal half is the simple part, and it is the part California will check.
