MoDOT Carrier Express is Missouri's online motor carrier system, run by the Department of Transportation rather than a revenue or motor vehicle agency. You cannot self register: you submit an application first and Missouri emails your user ID once it is processed. A Form 2290 receipt is a listed required document for any power unit licensed at 55,000 pounds or more.
Missouri runs motor carrier work out of the Department of Transportation. Not the revenue department the way Indiana and Tennessee do, and not a motor vehicle department the way Texas does. MoDOT Motor Carrier Services issues the credentials, and MoDOT Carrier Express is the online system behind it, offering round the clock access to your account.
Missouri based carriers get apportioned plates, a fuel tax licence, Unified Carrier Registration and other credentials from the same office. Carriers operating only inside Missouri go to the same place for intrastate operating authority and for the specialised licences Missouri requires to haul household goods, waste products, and, unusually, houses.
You cannot simply sign up
This is the sequencing detail that decides how fast you get running, and it catches people who expect a self service portal.

You need apportioned plates if you operate in two or more jurisdictions and the vehicle meets any one of these:
- The power unit licensing weight is 26,001 pounds or heavier.
- The power unit has more than two axles regardless of licensed weight.
- The power unit is used in combination and that combination is 26,001 pounds or heavier.
- ⚠️ The power unit performs commercial intrastate movements in a jurisdiction other than Missouri, regardless of licensed weight.
That fourth trigger is the unusual one and it has no weight floor at all. A light truck doing local commercial work inside another state, while based in Missouri, can pull you into apportioned registration even though none of the weight tests are met. Read it before assuming a small vehicle is outside the system.
The documents Missouri asks for
Missouri publishes the list for an apportioned plate, and two entries are worth calling out:
- 🔑 A heavy highway vehicle use tax receipt, IRS Form 2290, for power units being licensed at 55,000 pounds or higher. Missouri names the form explicitly and even links to IRS HVUT guidance from its own pages.
- A Missouri county personal property tax receipt or tax waiver for the current tax year. This is a genuinely state specific requirement and it trips up carriers relocating into Missouri.
- Corporation or fictitious name papers, where applicable.
- Actual miles travelled in each jurisdiction during the current reporting period with an apportioned plate, regardless of base jurisdiction.

Missouri accepts electronic checks and credit or debit cards online, by phone and in person, taking Visa, MasterCard, Discover and American Express. Convenience fees go to the payment processor rather than to the state and run at 2 percent of the transaction total plus 25 cents per transaction. Confirm the current rate before budgeting a large renewal.
MoDOT also publishes a warning that applies well beyond Missouri: enter card or electronic check details on the payment screen only. Do not type payment information into a comment or note field, and do not write it on a fax. If you would rather pay by phone, leave a note with a name and number and let them call you.
It is the same class of caution Oregon gives about lookalike sites and phishing. State systems handle money, so they attract the same attention any payment system does.
Where Form 2290 fits
Unusually, Missouri makes the connection for us. Because the Form 2290 receipt is on the required documents list, the federal filing is not a parallel obligation you deal with later. It is a precondition of getting the apportioned plate for anything licensed at 55,000 pounds or above.
Form 2290 goes to the IRS, not to MoDOT, and it is based on taxable gross weight. What Missouri wants to see is the stamped Schedule 1 that comes back.
