North Carolina IRP and the TRANSEXPRESS Renewal

North Carolina runs apportioned registration through NCDMV, and renewals go through its TRANSEXPRESS system. Access details arrive in the renewal packet each year rather than being published openly. If you intend to pay by electronic funds transfer you have to call the Raleigh IRP office and set up the account before you start the renewal.
North Carolina handles apportioned registration through the Division of Motor Vehicles, and its online renewal runs on a system called TRANSEXPRESS. Most of North Carolina's IRP rules are the standard ones. Two things about how you actually reach the system are not, and both cost people time.
NCDMV publishes an International Registration Manual as the reference for preparing applications, and it is worth reading before your first renewal rather than during it.
When North Carolina requires apportioned registration
The test has two parts and you need both. First, the carrier has to be transporting passengers or goods across state lines or into Canada. Second, the vehicle has to meet one of these:
- Two axles and a gross vehicle weight in excess of 26,000 pounds, or
- A gross vehicle weight exceeding 26,000 pounds when combined with other vehicles.
The federal threshold is different, and higher

A vehicle registered under IRP, which North Carolina calls an apportioned vehicle, is issued only one license plate and one cab card. That is the whole point of the plan and it is worth restating, because carriers new to apportioned registration sometimes expect a plate per jurisdiction.
The cab card is what proves where you are credentialed to run. Keep it accessible in the vehicle, the same way you would your stamped Schedule 1 and the rest of the documents that live in the cab.
The TRANSEXPRESS renewal, and the packet you must not bin
Registrants renew apportioned plates and cab cards through the NCDMV TRANSEXPRESS renewal website. Here is the part that catches people out: information on how to access the online IRP renewal service comes in the renewal packet registrants receive each year.
In other words the access route is not something you can simply look up when you need it. If the packet went in the bin with the junk mail, you are calling the office rather than logging in. Treat that envelope as a credential, not as marketing.
If you would rather not renew online, you can do it in person on weekdays between 8am and 5pm at the IRP office in Raleigh or Charlotte.
Set up EFT before you start, not during
Paying online gives you two options: pay the Raleigh or Charlotte office, or pay by electronic funds transfer, in which case the fees are drafted from your checking or savings account.
🔴 But you have to call the Raleigh IRP office and set up your EFT account before you process the renewal. Not during, not after. If you reach the payment step without an EFT account already established, you stop and make a phone call, which in renewal season is exactly when you do not want to be waiting on hold.
The pattern here is the same one Missouri applies from the other direction, where MoDOT emails your login only after the application is processed. Several states gate the convenient channel behind a step you have to take first. Find out which step before the deadline, not on it.

Federal regulations require a minimum of 750,000 dollars in liability insurance for a for hire carrier with a gross vehicle weight rating of 10,000 pounds or more, engaged in interstate or foreign commerce and transporting non hazardous property. That much is standard.
What makes North Carolina worth reading is what it does with that number. North Carolina law requires that any commercial motor vehicle owner carry financial responsibility equal to the amount required for for hire carriers transporting non hazardous property in interstate or foreign commerce. The state then states the minimum plainly: 750,000 dollars.
Read that carefully, because it removes a distinction most carriers rely on. A private carrier hauling its own goods, and an operator running only inside the state, are being held to the interstate for hire figure. If your mental model is "private and intrastate means lower limits", North Carolina is not the state to assume that in. Where Form 2290 fits
North Carolina does not collect the Heavy Vehicle Use Tax. Form 2290 is federal, filed with the IRS, and due on any vehicle with a taxable gross weight of 55,000 pounds or more.
Notice how the two thresholds sit apart. NCDMV wants apportioned registration above 26,000 pounds crossing state lines. The IRS wants Form 2290 at 55,000 pounds and above, whether you cross a line or not. Plenty of trucks meet one and not the other, so work out both rather than assuming they move together. When you renew, North Carolina will want proof the federal tax was paid, and that proof is your stamped Schedule 1.
